Home Visiting in Signed 2-Year Virginia Budget
We're excited to share that through the General Assembly's special budget session and Gov. Glenn Youngkin's signing, the home visiting allocation that was in the original GA budget remained untouched!
Here’s a quick snapshot of home visiting funding in this year’s budget:
$9,035,000 TANF (VDSS/Healthy Families Virginia)
$3,232,000 GF (VDH/CHIP of Virginia)
$1,000,000 GF (VDH/Resource Mothers)
$ 600,000 GF (VDSS/Early Impact Virginia)
$ 333,000 GF (VDH/MIECHV)
$ 777,000 NGF (VDH/MIECHV)
$14,977,000 +8%
Your work to stabilize and sustain home visiting services has made a huge difference.
As you also recall, leading into this legislative session, we identified three goals and now we can say that we have seen these two significant successes:
1. KEEP HOME VISITING WHOLE
Maintain total state commitment to Virginia communities by continuing level state funding for home visiting programs through VDSS ($13.9M) --- Your advocacy accomplished this!
2. INCREASE FUNDING TO REVERSE COVID LOSSES
Support workforce recruitment, targeted growth and system transformation per the Virginia Plan for Home Visiting --- + $1,110,000 new MIECHV funding—Your advocacy accomplished this!

2024 Legislative Agenda
HB537 Delegate Cole introduced language to create Virginia’s Home Visiting Program. This legislation names VDSS as the lead agency for this program, references existing Early Impact Virginia work and requires HHR collaboration for planning and implementation. This bill was gently laid on the table, but we will work this summer to gently pick this bill back up in coordination with our VDSS partners.
